How difficult would it be to change my fluorescent lighting in my kitchen to a chandelier?
My current kitchen lighting is a rectangular traditional fixture. I want to change it to something like the chandelier seen at this page: http://www.home… . Would this be a simple fixture swap, or something that would require electrical changes that an electrician would have to do?

Simple swap.
While the job may not be techically hard, I'd still recommend finding a qualified electrician contractor.

For one thing, there may be housing code issues with replacing the flourescents with anything else. In my local area, for examples flourescents MUST be the primary lighting source in the kitchen,and the FIRST light source switched on at the doorway.

A contractor would know if this is so.
It is possible there is no junction box in the ceiling to mount chandelier to. If there isn't, you can use a box support like in the link. If there is a box, you should be able to take old light down and install new one with no problem. Might be a few holes to patch and some painting to be done.
